The German ministry of finance announced during the IDSt-Conference Digital Transformation in VAT held on 16th of November 2022 that Germany has applied for a derogatory decision from the European Commission to implement a mandatory e-invoicing regime.

In the coalition deal concluded on 24 November 2021, the new coalition government has identified VAT fraud as a policy question it intends to combat and announced its ambition to introduce a “uniform nationwide electronic reporting system as soon as possible, which will be used for the creation, checking and forwarding of invoices”. Details about the nature of the e-reporting system, who will be impacted by it, and by when are expected in due course. It appears that a German CTC system will soon begin to take shape.

There are many supporters of CTCs in Germany, including the Free Democratic Party (FDP) parliamentary group, the German Association for Electronic Invoicing (VeR), and the Federal Audit Office, an independent judicial branch.

As a result of the recent German elections, this topic has recently been discussed in tax policy negotiations between the Social Democratic Party (SPD), the Free Democratic Party (FDP), and the Green Party.

The new party coalitions have a political will to reform this area, though the discussions remain at a conceptual level.

In a parliamentary process, the FDP called for "a system of electronic reporting comparable to the Italian SDI that could be rolled out nationwide as quickly as possible". As a leading industry association in Germany, VeR welcomed this proposal, recognizing its numerous benefits to companies and the economy.

According to a study by VeR on whether the Italian model can serve as a blueprint for Europe, although e-invoicing did not significantly reduce Italy's VAT gap, it has proved to be beneficial to businesses and the economy. According to this study, the Italian VAT clearance system can serve as a model for the digitization of VAT in Germany, if not Europe as a whole. A CTC system in Germany can also be developed with VeR experts' knowledge.
